1、谈到；提到

但高中阶段一般只学refer to这个用法。
1.refer to sb/sth 意思是mention or speak of sb/sth提到﹑ 说到或涉及到某人
例如：
When I said some people are stupid, I wasn’t referring to you. 我说有些人很愚蠢, 并不是指你。
Don’t refer to this matter again, please. 请不要再提这件事了。
This incident in his childhood is never again referred to. 他小时候的这件事永远不再提了。
2.refer to sb/sth 意思是concern sb/sth 与某人
例如：
What I have to say refers to all of you. 我要说的事和你们大家都有关。
3.refer to sb/sth 意思是turn to sth/sb for information, etc 向某事物查询信息等
例如：
refer to a dictionary, an expert 查词典﹑ 询问专家
I referred to my watch for the exact time. 我看了一下手表好知道准确的时间。
